Post-Budget 2026: Property capital is still plentiful. The challenge is getting it into the right deals

The Budget has answered some of the questions facing UK property, but it has not resolved the fundamental problem. Capital remains available, institutional appetite for UK real estate is intact and the Government has committed further funding to housing delivery. Yet the gap between capital willing to fund completed assets and capital prepared to take development risk remains significant.

Our pre-Budget assessment was that property capital was plentiful but pointing in the wrong direction. The Budget has done little to change that. It has introduced useful incentives, additional public funding and some welcome measures to improve development viability, but it has not fundamentally changed the economics of delivering much of the UK's development pipeline.

For developers and investors, the response should not simply be to wait for cheaper finance or improved market conditions. It should be to reconsider how projects are funded, where investment opportunities are emerging and whether existing assets are being held or financed in the most effective way.

There are four areas where the Budget's implications deserve particular attention.

1. Housing support is welcome, but viability remains the real test

The confirmation of the £4.7bn Your First Home scheme is one of the more significant housing announcements. From April 2027, eligible first-time buyers in England will be able to access a government equity loan of up to 20%, with a minimum deposit of 2.5% and a five-year interest-free period. Household income caps are £110,000 outside London and £140,000 within London, with local property price caps also applying.

For developers, this should improve access to the new-build market and potentially reduce sales risk on qualifying schemes. The Government estimates that the scheme will support around 70,000 households and contribute to the delivery of 20,000 new homes.

However, developers will be expected to contribute towards the scheme's running costs, with fees increasing progressively according to the number of homes sold through it. The benefit therefore needs to be assessed against the additional cost of participation.

The additional £1.5bn for social and affordable housing, intended to support around 10,000 homes, is another positive development. The exemption from Biodiversity Net Gain requirements for residential brownfield sites up to 1.5 hectares should also improve the economics of some smaller developments.

The unintended consequence to watch is that stimulating demand and providing additional public funding does not necessarily make more sites viable. Land values, construction costs, infrastructure requirements and the availability of development finance remain significant constraints.

The opportunity is to look beyond conventional private residential development. Partnerships with registered providers, local authorities and affordable housing operators may provide a more dependable route to delivery, particularly where contracted income or grant funding can support the underlying investment.

For developers holding suitable land, alternative tenure, phased disposal or affordable housing partnerships may produce a better risk-adjusted return than pursuing an entirely private sale model.

2. The cost of holding property is changing the investment equation

The Budget's increase in income tax rates on property income from April 2027 is a significant consideration for private landlords and individual property investors. Rates will increase by two percentage points across the basic, higher and additional bands, taking them to 24%, 44% and 49% respectively in England, Wales and Northern Ireland.

The impact will vary according to ownership structure and individual circumstances, but it reinforces the need to assess investments on their net return rather than headline yield.

This is particularly relevant in a market where borrowing costs remain elevated and rental growth cannot necessarily be relied upon to offset additional expenditure.

Investors should be reviewing existing portfolios as well as prospective acquisitions. The distinction between personally held investment property, corporate ownership and institutional investment structures becomes increasingly important. Tax treatment, financing costs, liquidity and the ability to extract capital all need to be considered together.

There is a potential opportunity for investors with available equity and a longer-term investment horizon. If some private owners reconsider their exposure, disposals could create opportunities to acquire assets where the underlying income remains attractive.

However, tax-driven disposals do not automatically create bargains. A lower acquisition price only represents an opportunity if the income is sustainable, the asset is appropriately valued and the financing structure can withstand a prolonged period of higher interest rates.

The focus should be on the quality of income, the cost of ownership and the ability to hold an asset without relying on capital appreciation to make the investment work.

3. Development finance will remain selective. The capital stack matters more than ever.

Perhaps the most important issue for the development market is what the Budget has not addressed: the funding gap between land acquisition and completed investment stock.

The Government has announced an additional £20.4bn of capital for the National Wealth Fund and British Business Bank, taking their combined capitalisation to £229.3bn. This is a substantial commitment to mobilising investment, but it is not £20.4bn of readily accessible property development finance. The funding is directed towards a much wider range of economic priorities, including infrastructure, energy, business investment and strategic industries.

There is also a £700m Strategic Sites Accelerator intended to unlock strategic commercial sites. This is a potentially useful intervention, although its application will be limited to qualifying sites and projects.

The wider issue remains unchanged. Institutional investors continue to favour assets with established income streams, strong tenants and limited remaining delivery risk. Development lenders, meanwhile, remain selective about planning exposure, construction risk, developer experience and the strength of the eventual exit.

A scheme can have strong fundamentals and still struggle to secure sufficient senior debt to get it out of the ground.

The response should be to look beyond a single senior lending solution.

Senior debt remains the starting point, but mezzanine finance, preferred equity and joint venture capital can provide additional funding where a scheme cannot support the level of senior debt required. Forward funding and forward purchase agreements can also bring institutional capital into a project earlier, reducing the developer's exposure to funding and exit risk.

Landowners may also be able to contribute through deferred consideration or joint venture arrangements rather than requiring the full land value to be funded at the outset.

None of these solutions is necessarily cheaper than conventional senior debt. The important consideration is whether the additional cost of capital is justified by the value created, the reduction in risk or the ability to deliver a scheme that would otherwise remain stalled.

The funding structure needs to reflect the actual risks within the project, rather than forcing the project to fit the appetite of a single lender.

4. The interest rate and valuation disconnect is not going away overnight

The Budget has not materially changed the immediate cost of capital. The OBR's October forecasts assume Bank Rate averages 4% across 2026 and 2027, compared with 3.4% in its previous forecast. It also expects UK economic growth to slow to 1% in 2027.

For property investors, the relationship between borrowing costs and investment yields remains challenging. Higher financing costs put pressure on leveraged returns, while slower economic growth makes it harder to assume that rental growth or capital appreciation will bridge the gap.

Developers face a similar issue. Schemes underwritten on the assumption of cheaper finance, higher sales values or tighter investment yields may need to be revisited.

The danger is that some owners continue to value assets using assumptions that no longer reflect the financing market, while lenders underwrite against more conservative exit values.

This disconnect creates refinancing risk, particularly for assets approaching loan maturity or developments where the original funding facility is running out before practical completion.

However, it also creates opportunities for investors with liquidity. Recapitalisations, partial disposals and refinancing transactions may provide access to assets where the underlying property remains attractive but the existing ownership or capital structure is under pressure.

For owners, the priority is to engage with lenders early. An extension, additional equity or a revised capital structure is generally easier to negotiate before a facility becomes distressed.

Distress does not necessarily mean a poor asset. In many cases, it is a funding or timing problem rather than a fundamental problem with the property itself.

Where are the better opportunities now?

The Budget reinforces the need to be selective, but there are areas where the relationship between government policy, investment demand and available finance is more constructive.

Affordable and social housing

Additional government funding, long-term housing requirements and the involvement of registered providers create opportunities for developers able to deliver against contracted demand. Sites with planning, infrastructure and a credible delivery programme should be particularly well positioned. The additional VAT relief for land sold to registered social housing providers is also a useful measure to consider when structuring transactions.

Build to Rent and purpose-built student accommodation

Living sectors continue to attract institutional interest, particularly where there is established demand, credible rental evidence and a route to stabilised income. The opportunity is to bring institutional capital into schemes earlier through forward funding, forward purchase or joint ventures rather than relying entirely on a conventional development exit.

Data centres and infrastructure-led real estate

The additional investment capacity of the National Wealth Fund, the Energy Wealth Fund and the Strategic Sites Accelerator should support further investment in infrastructure-led projects. However, power availability, grid connections, planning and substantial upfront capital requirements make these specialist opportunities rather than straightforward property developments.

Existing assets and portfolio transactions

Investors with available equity may find better opportunities in existing portfolios, where income is established and the risks of planning and construction have already been absorbed. Equally, owners with multiple properties should consider whether selective disposals, portfolio refinancing or equity release can generate capital more efficiently than selling individual assets.

Development sites requiring a different funding structure

Perhaps the most interesting opportunities are sites that are fundamentally viable but cannot be financed through conventional senior development debt alone. This could include land requiring further planning expenditure, schemes approaching Gateway 2, developments with a funding gap at construction stage or projects where the developer has significant capital tied up in land.

These are not necessarily distressed assets. They are often projects where the timing, availability or structure of capital has become the principal obstacle.

The next move is structural, not simply financial

The Budget has provided some positive measures for housing and investment, but it has not removed the underlying challenges facing UK real estate. The cost of capital remains elevated, development risk is still difficult to place and the additional tax burden on property income will influence investment decisions.

However, this is not a market without opportunity. It is a market where the traditional funding approach is increasingly unlikely to be sufficient for every project.

Developers should be considering the full range of capital available, including senior debt, mezzanine, preferred equity, joint ventures and public-sector support. Investors should be looking at the quality and sustainability of income, the cost of ownership and the opportunity to acquire assets where existing funding structures are under pressure.

The most important question is no longer simply whether a lender will finance a project. It is whether the project has been structured to attract the right combination of capital at each stage of its life.

Capital is still available. The challenge is knowing where to find it, what risk it is prepared to take and how to bring it together commercially.

That is likely to determine which developers and investors make progress in the property market over the next 12 to 24 months.
