Bottom line upfront:

General Sir Roly Walker’s 2026 RUSI Land Warfare Conference keynote was a deadline, not a progress report. The British Army has accepted a 2027 readiness test and a 2035 transformation horizon, identified Russia as the conventional adversary, and begun to build against both. It has not yet been given the political settlement, munitions depth, trained mass or mobilisation architecture its own intelligence picture demands.

The race between British and allied adaptation and Russian conventional regeneration will be decided in Whitehall, not the barracks, and Moscow has already publicly committed to reading allied deterrent signalling as offensive intent.
