Decapitation without collapse: Khamenei’s death, Iran’s retaliation and Britain’s growing exposure

The killing of Iran’s Supreme Leader has not dismantled the regime’s coercive core. Instead it risks accelerating a preventive war, closing the Strait of Hormuz and exposing Britain to a conflict it neither initiated nor debated.

Ayatollah Ali Khamenei is dead. Iranian state television confirmed it early this morning, declaring forty days of national mourning. The US government says it agrees with Israel’s assessment that he was killed in a joint strike on his compound in Tehran, along with five to ten senior leaders and the top IRGC commander. Early denials from Iranian officials on Saturday gave way overnight to what is now an uncontested fact. The confirmed killing of at least seven senior military and security figures—including Defence Minister Aziz Nasirzadeh and IRGC Commander-in-Chief Pakpour—represents a decapitation operation without precedent in modern interstate warfare.

The triumphalism should be tempered. Israel’s rationale is not difficult to understand. A state that has faced repeated missile barrages, whose citizens have spent years moving between shelters, and whose principal regional adversary has funded and armed proxies on every border, acted when it judged its adversary to be at its weakest. Whether that judgement was strategically sound is the question this assessment addresses. Whether it was understandable is not seriously in doubt. 

The Iranian regime is a theocratic autocracy that brutalises its own population. That is not in question. What is in question is whether this operation will produce anything better—or whether it follows the trajectory of every Western-backed regime change operation since 2001, none of which has produced a stable outcome. The Council on Foreign Relations noted that eliminating the Supreme Leader does not equate to regime change. The IRGC remains the regime. And reports indicate Khamenei had already ceded operational control over military matters to the Defence Council in the wake of last summer’s strikes. His death is symbolically enormous. Operationally, the command structure directing Iran’s response was already functioning without him. Reports from Tehran suggest Khamenei chose not to enter his bunker—a deliberate decision, not an oversight. If that account holds—and it originates in Tehran with no independent corroboration—the decapitation was permitted, not achieved.

The strikes began Saturday morning: over 200 aircraft hitting 500 targets across Tehran, Isfahan, Qom, Karaj, Kermanshah, Tabriz and Bushehr. The largest operation in Israeli Air Force history. The stated trigger was a target of opportunity—a leadership meeting that compressed the timeline. But the deeper context matters more. The New York Times’ David Sanger reported that this was a war of choice launched not because Iran was dangerously strong but because it was at its historic weakest—degraded proxies, crippling sanctions, persistent domestic unrest—and judged vulnerable enough to be finished off. An operation of opportunity, not a response to an imminent threat. States do not attack rising powers. They attack weakened ones. The strategic logic is older than the UN Charter. 

That framing should trouble anyone paying attention to the intelligence picture. The IAEA, the DIA and the US Director of National Intelligence have all assessed that Iran is not actively building a nuclear weapon. We noted this contradiction last week. It has not been resolved. It has been rendered irrelevant by the pace of events.

The Geneva track died not from failure but from proximity to success. Iran had been making significant concessions in the days preceding the strikes, with mediators describing a breakthrough on the eve of the operation. Oman’s Foreign Minister Sayyid Badr Albusaidi told CBS that a “peace deal is within our reach” if diplomacy were given the space it needed, describing agreement on “zero stockpiling” of enriched uranium under full IAEA verification—something he called “completely new” compared to the previous nuclear deal. The bombs were already scheduled. 

Politico reported that senior advisers had discussed having Israel strike first to create the political justification for US involvement—a sequence that echoes what Lord Ricketts, Britain’s former National Security Adviser, described when he said Israel had “pre-empted any risk that the negotiations were going to reach some sort of deal.” If the pattern from June 2025 was deadline then strikes irrespective of diplomatic movement, the pattern now is worse: strikes that coincided with diplomatic progres—sand which, on Lord Ricketts’ reading, were accelerated by it, because a deal would have removed the justification for military action.

Iran’s retaliation was immediate, mixing counter-force strikes on military installations with counter-value attacks on civilian infrastructure. The IRGC launched over 200 ballistic missiles at Israel and struck every major US facility in the Gulf: Al Udeid, Ali Al Salem, Al Dhafra, the Fifth Fleet headquarters in Bahrain. Missiles hit Dubai, Kuwait International Airport and an Italian military base hosting Eurofighter Typhoons. 

The human cost is already visible. Iranian state media reports that over 100 people, nearly half schoolgirls, were killed when a coalition strike hit a school near a military base in Minab.

Sustainability is already in question. Analysts on both sides of the conflict assess that Iran has deliberately used older missiles and drones in its opening waves—between 1,000 and 2,000—to deplete US, Israeli and Gulf interceptor stockpiles while keeping newer capabilities in reserve. The tactic, if that is what it was, came at the cost of strikes on civilian infrastructure in neutral states—Dubai, Kuwait, Bahrain—a fact that complicates any framing of Iranian retaliation as strategically calibrated rather than indiscriminate. Global production of Patriot interceptors runs to roughly 850 a year. Standard doctrine fires two per incoming threat. Bloomberg reports coalition stockpiles are likely already strained; footage from Al Udeid showed three Patriot interceptors missing a single Iranian ballistic missile. The coalition’s own standoff munitions are not inexhaustible. We noted in our original assessment that the current force configuration cannot sustain expeditionary operations beyond approximately one month. The attrition calculus Iran is imposing may shorten that window considerably. The doctrine assumes escalation dominance. The interceptor arithmetic suggests otherwise. The asymmetry is structural: Iran’s threshold for success is survival. The coalition’s is regime change, nuclear destruction and the elimination of offensive missile capacity—without a single ground soldier deployed to achieve any of it.

One detail captures the character of this campaign more precisely than tonnage figures. On Saturday morning, Israel hacked BadeSaba, a widely used Iranian prayer-time app, and pushed notifications to potentially millions of phones urging military personnel to lay down their weapons, accept amnesty and “join the forces of liberation.” An information operation layered directly onto religious observance, at the moment people reached for their phones for prayer times, designed to hollow out the regime’s security base from the inside. It is the kind of ingenuity characteristic of Israeli intelligence tradecraft—recall the Hezbollah pager infiltration that turned a routine communication device into a precision weapon. And it underlines the real objective: not simply to destroy hardware from the air, but to prise the regime’s coercive apparatus away from it.

And yet so far, there has been no visible regime fracture, no popular uprising, no commando or insurgent activity inside Iran—and the largest organised demonstrations have been in support of the government. The Mossad networks that operated inside Iran during last summer’s twelve-day war appear to have been dismantled by Iranian security services in the intervening months. The decapitation theory—that killing the leadership would cause the state to collapse from within—has been tested on the first day and found wanting. It has been tested before. Iraq, Libya, Afghanistan—each campaign predicated on the removal of a regime produced fragmentation, not the stability promised. The burden of proof lies with those who claim this case will be different, and they have not met it. Trump told the Iranian people to “take over your government.” They have not. Our original assessment warned that Iranians who resent their government do not, for that reason, welcome foreign military action against their country. That judgement appears to be holding. The war’s first-order effects are military. Its second-order effects are economic, and they are already here.

The Strait of Hormuz is closed. The IRGC broadcast on VHF to all vessels: no ship is allowed to pass. Maersk and CMA CGM have rerouted around the Cape of Good Hope. Hapag-Lloyd has suspended all Hormuz transits. The Houthis have resumed attacks on Red Sea shipping. Carriers face a dual blockade: Hormuz shut, Red Sea hostile. A fifth of the world’s oil passes through the strait daily. There is no maritime alternative at that scale. War risk insurers issued cancellation notices yesterday and are hiking premiums for Gulf transits by 50 per cent or more. Some underwriters have stopped quoting entirely. When Lloyd’s stops insuring a shipping lane, the lane is closed regardless of what navies say. Iran’s anti-access/area denial capability in the strait—naval mines, fast attack craft, cruise missiles and the 1,000-kilometre range Abu Mahdi anti-ship missile—means reopening it under fire is not a weekend operation.

Oil markets have reopened today. The price shock will not stay in the Gulf. Britain imported over 40 per cent of its total energy in 2024, with domestic production in accelerating decline. A closed Hormuz strait cuts the market that fills that gap. Every dollar added to the barrel feeds directly into petrol prices, household energy bills, food transport costs and the input costs of every manufacturer still operating on tight margins. The Bank of England cut rates four times last year to support a stalling economy. A sustained oil spike forces a reversal—tightening into weakness—at precisely the moment the Treasury can least afford it.

And Britain. Starmer chaired COBRA on Saturday and confirmed the UK “played no role” in the strikes. Hours later he announced that British planes “are in the sky today as part of coordinated regional defensive operations.” The E3 statement with France and Germany noted: “We did not participate in these strikes.”

The formulation is careful and fragile. The care predates the strikes. On 18 February, Starmer blocked Trump’s request to use RAF Fairford and Diego Garcia—the only European heavy bomber base and the Indian Ocean staging post within B-2 range of Iran—on the Attorney General’s advice that participation would breach international law. Trump retaliated by withdrawing support for the Chagos deal. But the refusal was narrower than the headline. Throughout February, dozens of US combat aircraft transited through RAF Lakenheath and Mildenhall on their way to the theatre. Eleven F-22 Raptors left Lakenheath for Israel’s Negev desert. The MoD declined to confirm or deny. The government’s position rests on a distinction between launching strikes from British soil and transiting aircraft through it. International law makes no such distinction: liability attaches to states with knowledge of the circumstances of an internationally wrongful act. Britain blocked the front door and left the back open. That was the legal exposure. The operational exposure is closer.

An Italian base in Kuwait was hit on Saturday. Britain has Typhoons in Qatar. Explosions were reported in Doha yesterday morning. If British assets are struck, the defensive framing collapses into offensive participation. Not by decision. By geography. British service personnel are stationed across the theatre—in Qatar, Cyprus, Bahrain and on vessels in the Gulf. They did not choose this war. Parliament did not authorise it. They are exposed to it nonetheless. 

That exposure is now obvious. At approximately midnight local time on Sunday, an Iranian drone—reportedly an Iranian Shahed-136—struck the runway at RAF Akrotiri in Cyprus. There were no casualties. The runway was damaged. The MoD confirmed the strike and raised force protection to the highest level. Foreign Secretary Yvette Cooper confirmed the drone hit the airfield runway. RAF families stationed at Akrotiri—service personnel’s spouses and children, living on base because Cyprus is considered a peacetime posting—were evacuated to alternative accommodation on the island. Fighter jets scrambled from the base shortly after the blast. The first direct Iranian strike on a British military installation since this conflict began, hours after Starmer agreed to open British bases for US strike operations. The conditional has become a fact. British assets have been struck. The defensive framing did not survive the first night.

The speed at which the defensive framing collapsed into something else is the measure of how fragile it always was. By Saturday evening, British jets were in the sky conducting coordinated regional defensive operations. On Sunday morning, Defence Secretary Healey stated that Iranian missiles had been fired towards Cyprus, where British forces are based, and declined to rule out joining offensive operations. Hours later, Starmer called the Cypriot president and confirmed “clearly and unequivocally” that Cyprus was not a target—contradicting his own Defence Secretary while the factual basis remained contested. By Sunday night, none of it mattered. Starmer announced he had agreed to a US request to use British bases—RAF Fairford and Diego Garcia—to strike Iranian missile sites, the very bases he had blocked three weeks earlier on the Attorney General’s advice that participation would breach international law. The stated purpose: “specific and limited defensive” action to “destroy the missiles at source.” The government published a summary of legal advice asserting collective self-defence of regional allies. Starmer added: “We all remember the mistakes of Iraq. And we have learned those lessons.” The lessons of Iraq were not about remembering. They were about not doing it again.

The cost of that reversal arrived the same night. At midnight local time on Sunday, an Iranian drone struck the runway at RAF Akrotiri in Cyprus—the first direct hit on a British military installation since the conflict began. There were no casualties. RAF families were evacuated from the base. Fighter jets scrambled. Starmer had agreed to open British bases for US strikes hours earlier. Iran’s answer was immediate and directed at Britain.

The logic is identical to what drew Washington in. The same mechanism Politico described—Israel going first to create conditions that made involvement feel inevitable—has now operated on Britain. Not as a warning. As a fact. Seventy-two hours from not participating to hosting strike operations against a sovereign state, without recalling Parliament, without a vote, without a debate, and with a legal position that reversed itself between Friday and Sunday.

The parallel with 2003 is precise, and worse. But 2003 is not the origin point. Britain and the United States engineered the 1953 coup against Mossadegh that installed the Shah and created the conditions for the revolution that produced the regime now being targeted. That history is real and its consequences are still felt. But the Mullahs have instrumentalised it for decades to justify their repression, their export of violence, and their refusal to engage with its population’s demands for reform. Acknowledging the West’s role in 1953 is necessary. Allowing it to function as a blanket absolution for everything Tehran has done since is not.

Yet the cycle of intervention, unintended consequence and re-intervention is not a risk. It is the pattern. Blair chose to join the Iraq invasion. He debated it in Parliament. He constructed, however dishonestly, a legal and intelligence case. Chilcot found the decision was taken before peaceful means were exhausted. The operational concept is different—no ground invasion, no occupation force, no nation-building. The constitutional position is not. 

Britain is acquiring the costs of participation in a war it did not initiate, has not debated, and whose legal basis Ricketts himself says is not “legal in a way that the UK would recognise.” Richard Haass, the former president of the Council on Foreign Relations, names the category precisely: a preventive war, not a pre-emptive one, because Iran posed no imminent threat. Preventive war has no standing under international law. That is the legal framework Britain still operates within.

The intelligence gap is identical in structure. In 2003, the case for war rested on weapons of mass destruction that did not exist. Now it rests on a nuclear programme the Western intelligence consensus says is not active—and on a strategic opportunity, per Sanger, to strike a weakened adversary while the window existed. Strikes targeted nuclear sites on Saturday. If those assessments were correct, what has been destroyed, and on what basis does Britain acquiesce?

Both sides are now seeking off-ramps—which may be the only thing that limits Britain’s exposure. The question is whether any of this can be walked back. CNN reports Washington planned an escalating series of strikes with built-in pauses to assess and recalibrate. Trump told CBS that negotiations could be “much easier now.” Iran has already named a successor arrangement: a three-person leadership council comprising Ayatollah Alireza Arafi, President Pezeshkian and Chief Justice Mohseni-Eje’i, splitting Khamenei’s powers until the Assembly of Experts selects a permanent Supreme Leader. The transition took hours, not weeks. The regime did not fracture. It subdivided. Whoever emerges as permanent successor will inherit a political environment in which restraint looks like capitulation.

A government consumed by the Mandelson affair, a historic by-election loss in Gorton and Denton, and a fractured domestic base is now navigating the most consequential foreign policy crisis since Iraq. The machinery of government exists. The strategic clarity does not. The public has been told Britain played no role. The bases tell a different story. The cost—in prices, in security, in the lives of service personnel—will not be borne by those who made the evasions. Britain is exposed. It has not influenced. And the questions Whitehall declined to ask are being answered for it, by events, at a pace it did not choose. 

What Britain does next is for another assessment. That it has no visible answer is the point of this one.
